The National Energy Regulatory Authority (ANRE) has approved renewable electricity generation capacities totalling 849.36 MW and storage capacities of 596 MW, according to a press release sent by the institution to AGERPRES on Wednesday.
At the meeting of the Regulatory Committee held on Tuesday, 17 February, it was decided that, of the total approved capacities, the largest share belongs to a photovoltaic plant to be built in Giurgiu County, with an installed capacity of 550 MW.
The committee members also approved operating licences for electricity generation totalling 10 MW.
"17 February 2026 is an important day for the National Energy System. Around 850 MW have been approved for development, along with almost 600 MW in storage facilities. We have also approved the second-largest electricity generation capacity after Mintia: a 550 MW park with a 534 MW storage installation. This project involves 1,127,000 panels and 2,750 inverters - in other words, a huge investment. We are increasingly seeing, in the applications submitted to ANRE, investors' decisions to build storage capacities alongside electricity generation plants," ANRE President George Niculescu was quoted as saying in the release.
Another first announced by ANRE concerns the suspension, for a period of three months, of the establishment authorisation for a wind power generation project in the case of a company that failed to provide proof of financing.
"For the first time, we have suspended an establishment authorisation for an economic operator that failed to demonstrate project financing. We have done so in order to send a clear message to all those blocking the grid with ATRs [Technical Connection Approvals - editor's note]: this is serious business and no one is playing games. The applicant has three months to prove that it has secured the necessary funds to develop the project; otherwise, the failure to meet the conditions required for approval will be confirmed. I would like this first to be properly understood and correctly reflected in the market: during my mandate, ANRE has developed zero tolerance for megawatts on paper. I am referring to the need for megawatts actually connected to the grid, not just on paper, and to so-called ghost ATRs that have been lingering for two years. That is why we amended the Grid Connection Regulation in the summer of 2024. The effects have become visible: in 2025, ATRs totalling 9,248 MW expired," Niculescu said.
He believes that "the ratio between financed projects and ghost ATRs must decrease rapidly", as "a 12-to-1 ratio is not sustainable"
