Romania should adopt, in the next two years, a coherent strategy to attract and retain a highly qualified workforce, including by introducing a "Green Card Romania" and fiscal incentives for the diaspora, in the context in which the personnel deficit is covered mainly by non-EU workers, said on Tuesday the president of the National Confederation for Women's Entrepreneurship (CONAF), Cristina Chiriac, at a specialized event.
"At the moment, the problem is no longer migration, but, from my point of view, I believe that we have a problem related to the strategy that Romania should adopt in the next two years," said Cristina Chiriac, at a debate organized by the Coalition for Freedom of Trade and Communication (CLCC).
In his opinion, Romania must calibrate its public policies according to the areas with major deficits - health, engineering, infrastructure, energy - and capitalize on the potential of the nuclear sector, where there is a high need for specialists.
"We have a segment that we talk about very, very little, the nuclear one. It is an area with a very high labor shortage, with a growth potential not only at the national level, but also at the regional level. Romania can become a leader in this segment. Consequently, not only do we have to keep our specialists in the country, but we also have to think about how we bring those talents from Europe or from outside Europe," the CONAF president also said.
In this regard, it proposed the establishment of a "Green Card Romania", through which specialists would be brought in with a right of residence for the family and with stable taxation for 5 years.
At the same time, she recommended a package of measures dedicated to Romanians in the diaspora, which should include fiscal facilities and state-guaranteed financing instruments.
"Romania should bring back its skilled workforce that it has neglected for so many years, proposing to these Romanians some fiscal policies that would stimulate them to return home, starting from government-guaranteed credit, to income tax reductions, if we are talking about micro-enterprises because, otherwise, these Romanians will not return. That is why a return package is needed. At least for 2 years, so that these Romanians understand that they can not only do business in Romania, but can be integrated, they can create a life here. Please imagine how a 10% return from the diaspora would cover the labor deficit in Romania", she added.
The Coalition for Freedom of Trade and Communication (CLCC) organized the debate on Tuesday: "New rules on the labor market. Hiring foreign workers, transparent salaries in the company and during recruitment, avoiding professional stress; new rules, new situations".
