ForMin Toiu reiterates Romania's support for Ukraine at informal meeting of Foreign Affairs Council in Kiev

The Minister of Foreign Affairs, Oana Toiu, reiterated Romania's support for Ukraine, at the informal meeting of the Foreign Affairs Council held in Kiev, the Ministry of Foreign Affairs (MAE) reported on Tuesday.

"Minister Oana Toiu reiterated Romania's support for Ukraine, pointing out that European and particularly regional security are directly related to security developments in Ukraine. She condemned Russia's continued military attacks on Ukrainian infrastructure, with devastating effects on civilians and implications for neighboring states, such as in the most recent cases of the pollution of the Dniester River and the damage to the Isaccea-Vulcanesti high-voltage power line. She highlighted that the resilience of Ukrainian society and the harsh lessons of the war are arguments in favor of even closer cooperation with Ukraine, emphasizing, in this regard, the importance that must be given to veterans and their social reintegration, a direction of action where the experience of some member states and EU assistance instruments can be capitalized on," a release from the MAE said.

Oana Toiu also emphasized that no just peace can be built on impunity, presenting the status of Romania's ratification of the Convention Establishing the International Commission on Compensation Claims for Ukraine, signed in The Hague in December 2025, and the steps regarding Romania's participation in the Special Tribunal for the Crime of Aggression Committed in Ukraine, the cited source mentions.

In the presence of President Volodymyr Zelensky, the head of Romanian diplomacy evoked the positive results of his visit to Bucharest, in particular the elevation of bilateral relations to the level of strategic partnership, cooperation in the defense industry and connectivity projects, including in the perspective of improving energy security. The Romanian Foreign Minister reiterated our country's support for advancing the process of Ukraine and the Republic of Moldova's accession to the EU and overcoming the current blockages, the MAE press release reads.

At the same time, during the bilateral meeting with Andrii Sybiha, the Romanian minister emphasized the importance of fully implementing the decisions adopted during President Volodymyr Zelensky's visit to Bucharest, in the spirit of the Strategic Partnership. He showed that the Romanian side pays special attention to finding sustainable solutions to the problems reported by the Romanian community in Ukraine, including for consolidating education in the Romanian language in Ukraine. Respecting the rights of national minorities is an integral part of the common European values assumed by Romania and Ukraine, the cited document states.

During her visit to Kiev, Minister Oana Toiu also met with Romanian experts working within the EU Assistance Mission for Ukraine or other international agencies providing support programs to Ukraine. She particularly appreciated their expertise in the field of humanitarian assistance and post-conflict reconstruction.

According to the MAE, during the plenary sessions of the informal meeting of the Foreign Affairs Council, European ministers and senior officials from Kiev had a substantial exchange of views on regional security developments, multidimensional support for Ukraine and the continuation of efforts to hold Russia accountable, namely to reduce Russia's capacity to support the war against Ukraine. The presence of EU ministers in Kiev also sent a firm message of support for Ukraine's efforts to defend its sovereignty, territorial integrity and independence in the face of Russian military aggression.

The visit to Ukraine began with a ceremony commemorating the victims of Bucea and visiting an exhibition that documents the cruel reality of the Russian military occupation through material evidence, testimonies and a reconstruction of the chronology of the violence. On this occasion, Minister Oana Toiu stressed that "the people killed in Bucea will never be forgotten. Massacres of civilians such as the one in Bucea should never have taken place and should never be repeated," the quoted source emphasizes.
