Ukraine, Romania and the Republic of Moldova establish the Cyber Alliance for Regional Resilience

Ukraine, Romania and Moldova signed on Friday a trilateral Memorandum of Understanding on the establishment of the Cyber Alliance for Regional Resilience, which aims to strengthen resilience against cyber threats and hybrid threats with a cyber component, the National Cyber Security Directorate informed in a press release.

The memorandum was signed, within the framework of the 2026 International Cyber Resilience Forum in Kyiv, by the National Cyber Security Coordination Center under the National Security and Defense Council of Ukraine (NCSCC), the National Cyber Security Directorate of Romania (DNSC) and the Cyber Security Agency of the Republic of Moldova (ASC).

"The Memorandum officially establishes the 'Cyber Alliance for Regional Resilience', a new strategic cooperation framework aimed at strengthening regional cyber resilience. On the Ukrainian side, the Memorandum was signed by Nataliia Tkachuk, Secretary of the National Cyber Security Coordination Center under the National Security and Defense Council of Ukraine (NCSCC). Romania was represented by Dan Cimpean, Director of the National Cyber Security Directorate (DNSC). On behalf of the Republic of Moldova, the document was signed by Mihai Lupascu, Director of the Cyber Security Agency (ASC)", the press release states.

According to the cited source, the Alliance's goal is to strengthen resilience against cyber threats and hybrid threats with a cyber component, through strategic cooperation, knowledge exchange, advanced technologies, coordinated response to cross-border cyber incidents, and mutual assistance in protecting democratic values.

The memorandum also emphasizes capitalizing on Ukraine's unique experience in countering cyber threats, acquired in the context of the war launched by the Russian Federation, integrating this practical expertise in strengthening collective regional resilience.

"It is important not only that we have the same enemy and face the same threats, but, even more importantly, that we share the same values and a common understanding that only together can we strengthen and build cyber resilience in our region of Europe. Ukraine will put all its efforts, knowledge and expertise to make this Alliance practical, effective and with real impact. I urge our partner nations and friends to join us - because cybersecurity is a team sport. And only together, as a united and determined team, can we truly succeed," said Nataliia Tkachuk, Secretary of the NCSCC, quoted in the release.

In turn, the director of the ASC, Mihai Lupascu, stated that the memorandum further strengthens the commitment to increasing cyber resilience for the benefit of the citizens and economies of the three partner countries.

"The cooperation between our countries has already been underway for some time, and this memorandum further strengthens our commitment to increasing cyber resilience for the benefit of our citizens and economies. A stronger and more resilient Moldova, Ukraine and Romania will contribute to the security and prosperity of Europe as a whole," said Mihai Lupascu.

The director of the DNSC, Dan Cimpean, conveyed that this collaboration in the field of cybersecurity represents a key priority, with the three partners being able to learn a lot from each other.

"Collaboration with Ukraine and the Republic of Moldova in the field of cybersecurity is a key priority for us. We can learn a lot from each other. We believe in the strength and quality of this Cyber Alliance and we are committed to transforming it into a model to follow in the region and at the European level," said Dan Cimpean.

The cited source emphasizes that the foundation of this trilateral cooperation format was inspired by the Odessa meeting of the presidents of Ukraine, the Republic of Moldova and Romania and was already initiated in July 2025 in Cernauti, Ukraine, where the three countries agreed to deepen coordination and intensify their efforts to counter the constantly evolving cyber and hybrid threats.

"Today's signing marks not just a formal agreement, but the beginning of a new regional cyber resilience architecture in Europe, with the Cyber Alliance for Regional Resilience as its central element," the press release states.
