Deputies on Wednesday adopted, by a majority vote, a legislative proposal amending Law No. 95/2006, introducing psychological support measures for parents and legal guardians of children with Down syndrome or autism spectrum disorder, fully reimbursed from the social health insurance system.
According to the draft, specific public health services as defined in legislation also include psychological counselling services for parents or legal guardians of children with Down syndrome or autism spectrum disorder.
The proposal introduces, within national health programmes addressing public health intervention areas and curative national health programmes aimed at ensuring specific treatment for diseases with a major impact on public health, other than tuberculosis, HIV/AIDS and organ, tissue and cell transplants, the provision of medical services, psychological counselling services for parents or legal guardians of children with Down syndrome or autism spectrum disorder, in specialist units, as well as palliative care services and services related to medical care for persons diagnosed with autism spectrum disorder, in accordance with the established structure and objectives.
Parents or legal guardians of children with Down syndrome or autism spectrum disorder may benefit from psychological counselling services, fully reimbursed from social health insurance funds, an amendment stipulates.
The draft is a response by the state for those in difficulty, Raluca Turcan, a deputy of the National Liberal Party (PNL), said in plenary. "There are parents who fight a daily battle on several fronts, (...) who need support. Through the adopted draft, psychological therapy will be provided to the parents of these children with Down syndrome or autism spectrum disorder," the deputy stressed.
According to Emanuel Ungureanu, a deputy of the Save Romania Union (USR), the draft is very good, but there are no funds for its implementation. "I hope that next year, when the budget of the CNAS is negotiated, we will have the funds for this law to be implemented and for parents to have support," he said.
The legislative proposal amending Law No. 95/2006 on healthcare reform was rejected by the Senate, with the Chamber of Deputies being the decision-making body.
