Parliament approves President Iohannis' request for maritime training facility for Ukrainian forces

At a joint plenary session on Tuesday, Romania's Parliament approved President Klaus Iohannis' request to set up a maritime training facility in Romania for the training of Ukrainian personnel, 233 votes to18 and 25 abstentions.



In a letter to Parlaiment, Iohannis argues that the recent developments in the war of aggression waged by the Russian Federation against Ukraine have highlighted the need to intensify and diversify the training of the Ukrainian armed forces. "As a result of the analysis carried out, it turned out that Romania has the possibility to contribute to the Maritime Capability Coalition by hosting a maritime training facility on the national soil, as well as by supporting the training process of the Ukrainian Marine Infantry, within the limits of the existing capabilities."

The proposed concept and the provisional approvals of the partner forces provide for the facility to operate for a period of two years, and Romania may exercise its right to terminate the commitment at any time during the training process or after the expiry of the established period.

"Contributions from the international community will support the operation of the facility, and funding and planning of support for initial development will be provided entirely by the UK. The training facility will position Romania as a regional leader in the training process in the field of maritime operations, contributing to increasing cohesion, demonstrating unity and strengthening the Euro-Atlantic deterrence and defence posture."

During the same joint meeting, the lawmakers also approved a letter from the chief of state on the participation of the Romanian Army in the NATO Security Assistance and Training for Ukraine - NSATU mission, starting this year, by providing the infrastructure and equipment necessary for hosting and operating on the national territory of the Logistic Enabling Node-Romania (LEN-R) facility at the 71st Campia Turzii Air Base.

There were 230 ayes, 15 noes, and 24 abstentions



According to President Iohannis' letter, up to 100 military personnel will be made available - staff personnel within the mission commands, trainers within the training modules organised outside the national territory, as well as specialist detachments for completing the LEN-R operation in Romania.

The reconfiguration of the national contribution by types of categories of personnel of the total number of personnel participating in activities outside or on the national territory under NSATU will be carried out with the approval of the Ministry of National Defence in accordance with operational requirements and mission developments, within the numerical limits of the force package. The funds necessary for participation in the missions are provided from the spending budget of the Ministry of National Defence
