DISB 2026: CNA sees artificial intelligence as valuable support, sets rules for its use

The National Audiovisual Council (CNA) sees artificial intelligence as a "fantastic support", but the institution has clear rules governing its use, primarily from a security perspective, CNA vice-president Valentin Jucan said on Wednesday.

"It is obvious that the use of artificial intelligence and all the tools built on this concept is expanding and developing at a much faster pace, perhaps too fast compared with the slow pace at which public authorities manage to adapt. In some ways this is natural, and we have also faced this issue, first and foremost the responsibility of using artificial intelligence within a public authority. At the CNA we have clear rules regarding the use of artificial intelligence, primarily from a security perspective. Here we are talking about the documents we upload for analysis, what type of documents, their internal circulation, whether they contain personal data that should not reach 'public' or unsecured artificial intelligence systems," Jucan said at the Digital Innovation Summit Bucharest 2026 (DISB 2026).

He added that the institution has also developed internal procedures regarding the reliability of artificial intelligence tools.

On the other hand, Jucan said the CNA is developing a mobile application designed to act as a personal assistant for parents.

"At the CNA we definitely see artificial intelligence as a fantastic support. Continuing along this line of using artificial intelligence, we are already developing a CNA mobile application that will not only allow the public easier access to the role and mission of the CNA but will also act as a personal assistant for parents. When a parent wants to explain certain content to their child - content that may be available in traditional audiovisual media or online - but does not know how to explain why a certain type of content is inappropriate, the CNA mobile application will provide direct access to that type of content and explain exactly how to address it depending on the child's age, why it may be harmful and how the parent should help the child understand it. In other words, we will provide media education while bringing the institution closer to society through a tool that will be very easy to use," Jucan explained.

The CNA vice-president also noted that the EU AI Act, which will also be implemented in Romania, requires in the area under the CNA's responsibility that media products be labelled and that the use of media content created fully or partially with artificial intelligence be made transparent.

"In this context, the role of the CNA is precisely to introduce transparent rules so that the public knows whether they are dealing with media content created using artificial intelligence or with content that includes AI-generated components," Jucan said.

Saida Bayramova, press secretary of SCIS Azerbaijan, also spoke about the importance of international projects such as cyber diplomacy, in which authorities, media organisations and companies work together.

"I believe that an international project, such as cyber diplomacy, is key - an essential framework where governments, media representatives, civil society, IT companies, digital companies and others work together. Such cooperation can provide a very good example of how all these actors can share responsibility within an international project and ultimately achieve strong results in terms of education, resilience and a secure information environment," Saida Bayramova said.

The National Institute for Research and Development in Informatics (ICI Bucharest) is organising the international Digital Innovation Summit Bucharest 2026 (DISB 2026) at the Palace of Parliament between 10 and 12 March.
