The National Authority for Administration and Regulation in Communications (ANCOM) launched on Tuesday, for public consultation, the draft Postal Regulation Strategy 2025 - 2029, which establishes the main directions of action for the development of a competitive, innovative and user-oriented postal sector.

"Romanians benefit from dynamic and competitive postal services. In the transition to the Gigabit society, paper correspondence tends to become a niche service, and the delivery of online orders satisfies more and more the needs of people and guarantees the long-term development of the postal sector. If the current growth rates are maintained, the value of the postal sector in Romania has all the premises to exceed, in 2029-2030, the value of the electronic communications sector. In a period in which data has a significant impact on growth and innovation in all sectors, the use of big data increases the competitiveness of postal networks and services and can also improve public policies," an ANCOM release reads.

In the context of profound changes in the postal services market, ANCOM aims to ensure postal connectivity for all, including in rural areas, promote competition and innovation in the provision of postal services, promote the security, resilience and sustainability of postal services and mobilize users through modern and transparent tools.

To promote postal competition, ANCOM has aimed, among other things, to stimulate the development of automated systems in safe conditions and monitor the authorized provision of postal services, especially by online platforms.

The Authority will also ensure the updating and application of measures to ensure the framework for the provision of the universal postal service by 2029.

"Considering that the way in which postal services are used has changed substantially, the needs for the universal postal service must adapt accordingly, making it absolutely necessary to review European and, implicitly, national legislation to reflect the needs of the Gigabit society", the cited source informs.

According to ANCOM, the reality of the increase in goods traffic requires focusing on aspects such as innovative delivery methods, but also on challenges determined by vulnerabilities such as trafficking in illegal goods carried out through postal parcels and the cybersecurity of postal networks.
