Romania duly achieves NRRP target, consolidates economic growth direction (EU Investments Ministry)

Romania has fully and on time met the commitments pledged under Target 267 of the National Recovery and Resilience Plan (NRRP), marking a major milestone for the country's economic development and integration into strategic European industries, the Ministry of European Investments and Projects (MIPE) announced Thursday together with the Ministry of Economy, Digital Transformation, Entrepreneurship and Tourism (MEDAT).

Target 267, part of Component C9 - Support for the private sector, research, development and innovation, Investment 4 - Cross-border and multinational projects, concerns Romania's participation in the Important Project of Common European Interest (IPCEI) "Low-energy processors and semiconductor chips." The deadline was December 31, 2025, MIPE said in a release.

By that date, Romania not only fulfilled but exceeded its commitments, selecting more than 10 participating or associated entities and contracting projects worth over €375 million - above the minimum threshold of €360 million earmarked in the NRRP.

"This result was possible after the project was put back on track and operationalized at government level, by unblocking procedures, relaunching analyses and setting up mixed evaluation teams. It followed a clear political decision to capitalize on this strategic opportunity for Romania. The process was restarted during the terms of ministers Radu Miruta and Dragos Pislaru, and the effective delivery was achieved through the sustained efforts of MIPE and MEDAT teams. Completion of contracting and achievement of the target were ensured in the first days of Minister Irineu Darau's term, guaranteeing institutional continuity," the release states.

According to the cited source, the MIPE-MEDAT collaboration resulted in: 23 signed financing contracts for direct and indirect participants; €375 million in investments committed through European funds; payments worth approximately RON 112 million made in December 2025 in connection with contracts signed in 2024 with direct IPCEI participants.

The project structure is designed so that major European investments generate a national ecosystem, in which companies, universities and research institutes collaborate to develop technologies, skills and solutions with high added value, with long-term economic effects, MIPE said.

"Achieving this target is not only the fulfillment of an NRRP obligation, but also confirmation of Romania's capacity to deliver large, complex and strategic projects when there is political will, institutional coordination and responsibility. Based on this result, Romania consolidates its position and prepares to participate in new European IPCEI-type initiatives in areas essential for the economy of the future: artificial intelligence, advanced semiconductors and digital infrastructure, biotechnologies, clean connected and autonomous vehicles, critical raw materials and associated value chains, and innovative nuclear technologies," MIPE emphasized.

In this context, MIPE and MEDAT are launching an open call to companies, universities and research institutes interested in joining future European IPCEI-type initiatives currently in preparation at EU level.

Interested entities are invited to express their interest and initiate dialogue with ministry representatives to identify mature projects with potential to integrate into European value chains and attract non-reimbursable EU funding.

Through this initiative, Romania aims to expand participation in strategic industrial projects, strengthen the national innovation ecosystem and attract new European funds to support economic development.

"Economic growth based on technology, investment and added value is not a promise, but a direction confirmed by concrete results," MIPE representatives added.
