Projects worth RON 62 billion to switch funding

Projects worth over RON 62 billion that will no longer be funded under the National Recovery and Resilience Plan (PNRR) will to be included in the Transport Programme, the government informed on Thursday, inform Agerpres.

Projects worth EUR 5.4 billion euros will be kept under PNRR, while other projects worth EUR 100 million will be taken out from this funding, according to a government press statement.

The decision was taken as the government at a Thursday meeting passed several memoranda establishing the projects that will continue to be funded under PNRR.

"The Memorandum presents the projects in Component 4 - Sustainable transport, which are maintained in the PNRR, total worth EUR 5.4 billion, according to the negotiations with the European Commission. The proposals aim to exempt some projects, under the provisions of OUG 41/2025. The value of the projects subject to the cancelation amounts to approximately EUR 100 million," the government said.

The projects to be eliminated from the PNRR, worth RON 62.145 billion, will be included in the Transport Programme, becoming subject of negotiations with the EC - DG REGIO.

These projects can be phased once the new multiannual financial framework begins, on January 1, 2028. From the total value of RON 62 billion, the value of VAT and the value of the budget execution carried out so far will be reduced. Thus, the need to be covered within PT amounts to approximately RON 35 - 40 billion, an amount that must be secured in the next five years, when the new financial framework will be started.

As for the Ministry of Finance, it will continue the investment projects under its responsibility, part of Component 8 - Tax reform and pension reform.

The total impact of the continuation of the six contracts, with physical progress of over 30%, is RON 670.860 million, including RON 554.430 million worth of PNRR grants and RON 116.430 million VAT (21%).

The Ministry of Finance is a reform/investment coordinator for the implementation of Milestone 123 - finalisation and application of a green budget planning methodology within Component 6 - Energy - Reform 3 - Green budgeting.

Also, the ministry coordinates the implementation of five reforms and eight investments, on a total budget of EUR 371.8 million, which are aimed at reforming the tax administration and revising the fiscal framework, improving the efficiency of public spending, strengthening the institutional capacity to forecast pension expenditures, setting up the National Development Bank.

The government on Thursday passed 11 memoranda establishing the projects that will continue to funded under PNRR .

A similar analysis will be concluded next week at the level of the Ministry of Development and the Ministry of Environment.

Basically, projects running on PNRR funding that have all the chances to be completed by August next year have been selected.

On Thursday, memoranda were approved for: the Ministry of Finance, the Ministry of Internal Affairs, the General Secretariat of the Government, the Ministry of European Investment and Projects, the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism, the Ministry of Labour, the Ministry of Health, the Ministry of Education and Research, the Ministry of Transport, the Ministry of Culture.

The decisions were taken based on Emergency Ordinance 41/2025 establishing measures in the area of PNRR investment management.
