PM Bolojan announces loss of authorizations for speculative electricity projects

Speculative projects in the field of electricity, which occupy capacities in the network without being implemented, should lose their authorizations, and projects that have financing should be carried out in the shortest possible time, according to Prime Minister Ilie Bolojan.

The prime minister announced that on Wednesday he signed a proposal to the National Energy Regulatory Authority (ANRE), in the context of the debate that will take place on Thursday regarding the modification of regulations by increasing guarantees for project developers in the field.

"Energy is one of the essential areas for Romania's development. Today, high prices and market instability are the result of blockages, rules that have encouraged speculation and inefficiency, and delays in investments that have accumulated over time. We have networks blocked by speculative projects, state-owned companies with irrelevant performance indicators, a market affected by volatility, and delays in the development of storage capacities and large investments. All of this translates into higher costs for the economy and for citizens. Today, I signed and sent a proposal to the National Energy Regulatory Authority, in the context of the debate that will take place tomorrow, regarding the modification of regulations by increasing guarantees for project developers in the field. The goal is for speculative projects, which occupy capacities in the network without being implemented, to lose their authorizations, and "projects that have financing can be carried out in the shortest possible time, thus contributing to the increase in energy production," Ilie Bolojan said in a Facebook post on Wednesday.

To correct these problems, we must intervene simultaneously on two levels: increasing energy production and bringing order to the way the market works, he added.

The prime minister recalls that last week, during a press conference at the Victoria Palace, he presented five directions of action for the development of the electricity sector: unlocking real investments; increasing the performance of state-owned energy companies; reducing distortions in the energy market; increasing storage capacities; supporting strategic investments.

"The application of these measures means correcting some major dysfunctions that today keep prices high and block development. The first effects must appear this fall, and during the next year, Romanians must see a more stable market and fairer energy prices", Bolojan stressed.

The Prime Minister's Chancellery sent to ANRE, on Wednesday, a series of proposals within the public debate on the modification of the rules for connection to the electricity grid, among them the one regarding the more consistent increase of the financial guarantee.

ANRE aims to increase the guarantee from 5% to 20% of the connection tariff, a necessary measure, but it is not sufficient to solve the problem, the Chancellery believes, which proposes firmer and more efficient measures.

"First of all, a more consistent increase in the financial guarantee, through one of the following two options: a fixed guarantee of 30 euros for each kW installed - a simple and transparent formula that directly links the value of the guarantee to the size of the project; a mixed formula that combines 50% of the connection fee with 20 euros/kW installed, so that both the size of the project and the real costs in the network are taken into account. Both options lead to a level of guarantee high enough to discourage frivolous projects, but without blocking real investments", the cited source informs.
