Occupied positions in public institutions drop by 290 in November 2025

The number of occupied positions in Romania's public institutions and authorities stood at 1,280,562 in November 2025, 290 fewer than the previous month, according to data published on the Ministry of Finance (MF) website and reviewed by AGERPRES.

Compared to January 2025, the number of occupied positions in November was lower by 31,946.

Over 63% of the occupied positions were in central public administration, totalling 815,556 (an increase of 593 from October 2025). Of these, 600,581 were in institutions fully funded by the state budget (an increase of 174 employees compared to October 2025).

The largest number of occupied positions was recorded at the Ministry of Education, with 293,788 positions (an increase of 1,441 compared to the previous month), followed by the Ministry of Internal Affairs with 124,860 (down by 453), the Ministry of National Defence with 75,585 (down by 692), the Ministry of Finance with 23,881 (down by 37) and the Ministry of Health with 18,265 (down by 45).

According to the quoted source, 8,752 posts were occupied in institutions fully funded from the social security budget (down by 29 compared to October 2025), while 42,980 positions were in institutions subsidised by the state budget and unemployment insurance (down by 138). Moreover, 163,243 posts were occupied in institutions fully funded from their own revenues (up by 586).

In local public administration, 465,006 people were employed in November 2025 (a decrease of 883 compared to October 2025), of which 284,284 worked in institutions fully funded from local budgets (down by 876) and 180,722 in institutions fully or partially funded from their own revenues (down by 7).
