The Minister of Health, Alexandru Rogobete, announced on Thursday that competitions and exams can be organized to fill vacant or temporarily vacant positions in hospitals and, at the same time, the cumulation of pension with salary will continue in 2026, a necessary measure especially in shortage specialties where every doctor counts.
"Today, in the Government meeting, we amended the Health Law in exactly this direction. We created the framework for the necessary legislative adjustments, including those related to professional recognition and the issuance of professional certification documents, so that the human resource in health is protected, and the times for issuing documents are as short as possible. The new provisions clearly establish that the general limitation rules do not apply to the national residency competition nor to competitions or exams for filling positions through clinical integration. In addition, by memorandum approved by the Government, at the proposal of the Ministry of Health, competitions or exams can be organized to fill vacant or temporarily vacant positions in hospitals," Rogobete wrote on Facebook.
According to the Minister of Health, the new amendments bring "clarity" for doctors and pharmacists. Thus, those who have already entered the system and later become teachers can continue their clinical activity without additional bureaucracy, and clinical integration is made simple by adapting the employment relationship.
The minister stressed that the cumulation of pension with salary will continue next year, with priority in Health, Education and other critical systems. "It is a necessary measure to keep experienced professionals in the system, especially in shortage specialties, where every doctor counts," the minister said.

According to the minister, the system is opening up even more for Romanian doctors in the diaspora. "More and more specialists want to return home, attracted by investments in hospitals and modern medical programs. We are eliminating administrative delays that have kept them on the sidelines for months and are accelerating professional recognition, through fair, transparent and predictable procedures - with short times for resolving cases," explained Rogobete.
