The Government has approved the amendment and completion of the legislative framework regarding the reduction of seismic risk of buildings and exceptional situations, which provides measures to accelerate interventions, prevent major risks and support citizens in emergency situations, the Ministry of Development, Public Works and Administration (MDLPA) announced on Thursday.
The emergency ordinance, proposed by the Ministry of Development, has a direct impact on the safety of the population, the transparency of real estate information and the intervention capacity of public authorities, announced Minister Cseke Attila, according to a press release from MDLAP.
According to the regulatory act, the National Agency for Cadastre and Real Estate Advertising (ANCPI) will be obliged to register the seismic risk class of the property in the land register, so that this information is visible in the land register extract.
The measure ensures correct information for citizens before purchasing a home and increases the responsibility of all actors involved in the real estate market, the cited source says.
Also, the National Investment Program "Safe and Healthy Schools" and the National Program for Consolidating "Mihail Cantacuzino" Hospitals were extended until December 31, 2028, and the National Program for the Expertise of Buildings in the Health and Education Systems was extended until 2027, "to allow the integration of all buildings expertized by the legal deadline of June 1, 2026 and the continuation of investments without administrative blockages," MDLPA mentions.
The Ministry of Development mentions that 343 financing contracts for seismic consolidation have been signed under these programs, worth 5 billion lei, of which 25 objectives, worth one billion RON, target the municipality of Bucharest.
At the same time, the normative act creates the legal basis for financing, from the state budget or the local budget, interventions on buildings affected by disasters, explosions, fires or technical accidents.
"The list of eligible interventions is extensive and may include safety, consolidation, demolition or reconstruction works on the same site, when technical expertise indicates this solution. The measure aims to protect the life and health of citizens, in situations that exceed the individual capacity for intervention," the cited source says.
The normative act also creates the legal framework through which local public administration authorities can finance emergency intervention works in the event of technical breakdowns or accidents that affect a significant number of homes.
According to the MDLPA, these interventions aim to eliminate immediate dangers and prevent the worsening of risk situations, with the allocated amounts being managed according to the decisions of local deliberative authorities.
"People's safety is a priority. Through these measures, the state assumes an active role: it informs correctly, intervenes quickly and creates clear support mechanisms in situations of major risk.
