Justice Minister Radu Marinescu said that he decided to propose Ioan-Viorel Cerbu for the position of Chief Prosecutor of the National Anticorruption Directorate (DNA) because Cerbu "skillfully combines" extensive experience in criminal prosecution with solid judicial management abilities, and has "a strong capacity" to make use of the broad expertise he has gained within DNA, the Prosecutor's Office attached to the High Court of Cassation and Justice (PICCJ), and the Directorate for Investigating Organised Crime and Terrorism (DIICOT).
According to a statement released by the Justice Ministry, in making this proposal the minister primarily had in view Cerbu's "very extensive" professional experience and his "remarkable achievements", both in operational roles and in leadership positions within DNA.
The Ministry also emphasized Cerbu's ability to apply his diverse experience - including from DNA, PICCJ, and DIICOT - to managerial work, particularly through the use of modern technical tools in criminal investigations and through efforts to eliminate the economic benefits derived from corruption and related offenses.
Marinescu further notes that Cerbu "skillfully combines" his expertise in criminal prosecution with judicial management skills and understands the need for the Public Prosecution Office to adapt to the continuous evolution of criminal activity. This includes the use of modern methods and tools to combat economic and financial crime and to recover criminal proceeds.
The release highlights several action directions from Cerbu's management plan and interview that were particularly appreciated: an integrated approach to combating corruption through coordinated efforts among all responsible institutions and efficient use of available data; strengthening the capacity to detect and investigate high-level corruption, including by prioritizing high-risk areas with major social impact; involvement of intelligence services in data collection, followed by rapid transmission of information to prosecutors, without interfering in investigations or judicial proceedings; correcting legislative and administrative mechanisms that delay justice in corruption cases, while respecting the separation of powers and constitutional norms; ensuring transparency in public procurement, including in the national defense sector.
The Justice minister also underlined the clarity of Cerbu's human-resources strategy, aimed at increasing DNA's performance by maintaining high standards in recruitment and selection, and by improving the institution's public image to attract qualified candidates for vacant positions.
Ioan-Viorel Cerbu competed for the position of DNA Chief Prosecutor against two other candidates: Tatiana Toader - DNA Deputy Chief Prosecutor, and Vlad Grigorescu - a DIICOT prosecutor.
