BVB's Hanga: We end 2025 with over 4M euros raised through 11 Fidelis government bond issues

The Bucharest Stock Exchange (BVB) has carried out 11 government bond issues this year, through which the Romanian state has raised almost 4.2 billion euros from the Romanian market, the total value of the transactions with Fidelis government bonds increasing significantly and constantly since the launch of the programme, the chairman of the BVB Board of Directors, Radu Hanga, told a specialist event on Thursday.

"Today, in terms of the relationship with the Ministry of Finance, we are concluding a year in which we carried out 11 government bond issues, through which the Romanian state raised more than 4 billion euros - approximately 4.2 billion euros. This last issue that we are listing now means almost 300 million euros raised from the Romanian market and these figures validate the success of the Fidelis programme and the close collaboration that we have between the Bucharest Stock Exchange and the Romanian state. (...) At the same time, it is important to mention that Fidelis has also become a social responsibility platform and we welcome the partnership that the Ministry of Finance has with Rock FM through which it combines financial education and solidarity. On the other hand, the programme urges Romanians to donat e blood along with the investments they make in government bonds. "Since the launch of the tranches dedicated to donors in March 2023, they have subscribed to Fidelis government bonds in a total value of over 3.9 billion lei, an amount that represents six percent of the total value attracted through all Fidelis government bond issues," Hanga said.

According to the BVB official, the value of transactions with Fidelis government bonds has increased significantly and constantly since the launch of the programme, having almost doubled in the period 2024-2025.

"Basically, in 2024-2025, we almost doubled from the year before. In 2020, we had just under 3,000 transactions worth 300 million lei. In 2024, we reached almost 75,000 transactions worth over a billion, and in 2025, although we did not end the year, we have 137,000 transactions worth 2.3 billion lei," he said.

The BVB official noted that despite the situation Romania is facing in terms of the budget deficit, but also the volatility related to both the global changes and the domestic electoral process, the Romanian capital market is completing an "extraordinarily good" year.

"The BET index, the main market index, is up 43 percent since the beginning of the year. If we look at the BET Total Return, which includes dividends paid by companies, it is up 52 percent, energy companies - up 43 percent since the beginning of the year, and also the capitalisation of the local component of the Bucharest Stock Exchange of Romanian companies listed on the exchange is up 74 billion lei," he said.

Radu Hanga emphasised that this year, the total capitalisation exceeded 500 billion lei for the first time, and the capitalisation of local companies has now reached 322 billion lei.

The Bucharest Stock Exchange organised, on Thursday, the official opening of the trading session on the occasion of the listing of Fidelis government bonds issued by the Ministry of Finance. The public offering of the Ministry of Finance, carried out between December 5 and 12, 2025, included seven issues, three in euros and four in lei, one of which was dedicated to blood donors.
