Building permits up 4.4% in first 11 months of 2025, but down 10.3% in November 2025

Authorities issued 4.4% more building permits for residential buildings in the first 11 months of last year compared with the same period in 2024, while in November 2025 the number was 10.3% lower than in October 2025, according to data from the National Institute of Statistics (INS) released on Friday.

In effect, 34,602 building permits for residential buildings were issued in the first 11 months of 2025. Increases were recorded across all development regions: Centre (+287 permits), West (+263), North-West (+219), North-East (+198), Bucharest-Ilfov (+152), South-West Oltenia (+145), South Muntenia (+104) and South-East (+78).

In November 2025, 2,924 residential building permits were issued, down 10.3% from October 2025 but up 7.1% compared with November 2024.

According to the INS, permits issued in November 2025 covered a total usable floor area of 879,030 square metres (+5.1%). Of all residential building permits, 70.2% were for rural areas. Compared with the previous month, the number of residential permits declined by 335. Regionally, decreases were recorded in South-East (-109 permits), North-West (-101), South Muntenia (-72), North-East (-38), West (-36), South-West Oltenia (-14) and Bucharest-Ilfov (-1), while an increase was reported in the Centre region (+36).

In November 2025, 560 permits were issued for non-residential buildings (-16.0% compared with October 2025), with a total usable floor area of 261,730 sq m (+1.3%). Compared with the previous month, the usable floor area of non-residential permits increased by 3,475 sq m. By region, increases were recorded in Bucharest-Ilfov (+19,995 sq m), South Muntenia (+19,294), South-West Oltenia (+10,582), West (+4,405) and South-East (+3,760), while declines were seen in Centre (-32,944 sq m), North-East (-15,680) and North-West (-5,937).

Compared with November 2024, November 2025 saw increases both in the number of residential building permits (+7.1%) and in the total usable floor area (+31.0%).

Regionally, the increase of 195 residential permits was reflected in North-East (+64), Bucharest-Ilfov (+55), Centre (+52), South-West Oltenia (+36), South Muntenia (+34) and North-West (+27), while decreases were recorded in South-East (-39) and West (-34).

Also in November 2025, compared with November 2024, the number of non-residential building permits rose by 5.5%, while the total usable floor area fell by 3.8%. Regionally, the decline in usable floor area (-10,214 sq m) was recorded in Centre (-26,110 sq m), North-West (-23,825), South Muntenia (-8,443) and West (-746), while increases were reported in Bucharest-Ilfov (+16,491 sq m), South-East (+12,820), South-West Oltenia (+10,147) and North-East (+9,452).

"A building permit constitutes an act of authority by the local administration on the basis of which the application of legally prescribed measures relating to the location, design, execution and operation of buildings is ensured," INS said.
