Romanian Police: Over 138,000 domestic violence cases recorded nationwide last year

In 2025, police officers responded to 138,385 cases of domestic violence, including 67,010 in urban areas and 71,335 in rural areas, the Romanian Police announced.

According to a press release, last year the number of criminal offences recorded in the field of domestic violence fell by 16.3% (down 9,685 cases) compared with the same period in 2024, from 59,345 to 49,660 cases, according to Agerpres.

Declines were also recorded, compared with the same period of 2024, for assault or other acts of violence (from 36,417 to 26,877 cases), threats (from 7,460 to 6,283 cases), and family abandonment (from 4,641 to 4,254 offences).

The largest share of offences was accounted for by 'assault or other acts of violence', representing 54% (26,877 cases).

One of the instruments used to impose restrictions on aggressors is the provisional protection order, issued by police officers at the scene when there is an imminent risk to the life or physical or psychological integrity of a person.

Accordingly, police issued 15,856 provisional protection orders, of which 5,904 were converted into protection orders by the courts. With regard to breaches of provisional protection orders, 1,134 offences were reported, including 612 in urban areas and 522 in rural areas.

Over the same period, courts issued 15,680 protection orders, 5,904 of which originated from provisional protection orders.

As regards breaches of protection orders, 6,337 offences were reported.

To prevent, limit and deter tragic incidents, the Ministry of Internal Affairs brought forward by three months the implementation deadline for the Electronic Monitoring Information System, which became operational nationwide on 1 October 2024. The system significantly contributes to increasing protection and preventing breaches of measures ordered by courts or police.

It enables monitoring of an aggressor's proximity to the victim, and, following alerts generated by the system, police intervene to protect victims and restrain aggressors.

In 2025, nationwide, the measure requiring aggressors to permanently wear an electronic monitoring device was applied in 4,860 cases. Of these, 2,681 monitoring measures were ordered in relation to provisional protection orders, representing 17% of the total 15,856 provisional protection orders issued by police.

Electronic monitoring was ordered by courts in 2,179 protection orders, accounting for 14% of the 15,680 protection orders issued by the courts.

Police stress that the system does not carry out interceptions; it only triggers alerts when an aggressor approaches the victim.

In light of the issues identified, as of 1 August 2025 additional measures were introduced at the level of the General Inspectorate of the Romanian Police to improve operational tools.

Public order police officers now implement a complex set of activities with clear deadlines and responsibilities, based on identifying conflict situations related to domestic violence, even when the victim does not accept or does not wish to use the standard legal instruments, such as filing a prior complaint, accepting the issuance of a provisional protection order, consenting to electronic monitoring of the aggressor, or requesting a protection order from a court.

Through the monitoring system introduced under the new methodology, situations in which a victim may be at risk are identified and recorded immediately.

As a result, police officers are required to carry out direct checks at both the victim's and the aggressor's homes, in order to establish whether the conflict has escalated, de-escalated, or been resolved.

It is worth noting that no person who requested the installation of an electronic monitoring bracelet for an aggressor and complied with the conditions of use has been the victim of a homicide.
