President Dan: The European Union is lending Ukraine 90 billion euros

The European Union is lending Ukraine 90 billion euros, President Nicusor Dan said on Friday after the meeting of the European Council.

He explained that this is a loan taken out by the Union for Ukraine, which the authorities in Kyiv will repay once the war ends.

Because this requires a Union-level loan, unanimity was needed, and three countries, Hungary, Slovakia and the Czech Republic, expressed reservations regarding their contribution, the president said.

He considered that the position of these three states was more a political issue than a technical one.

'It was a political matter, a negotiation with these three states which, as I said, resulted in the condition that the text of the conclusions should state that they do not contribute in any way to this loan,' Nicusor Dan explained.

The head of state detailed that Ukraine will repay the borrowed amount when the war ends, while the interest on this loan is paid from the Union budget.

The president said that, with regard to Russian assets frozen under EU sanctions, 'discussions are ongoing about their direct use, and at the same time they are also a weapon in the hands of the European Union in negotiations taking place on multiple fronts.'

Nicusor Dan added that, in the Council meeting discussion on the 2028-2034 Multiannual Financial Framework, there was a much more flexible approach.
