National Agency for Equal Opportunities advocates for criminalization of femicide in Penal Code

The National Agency for Equal Opportunities between Women and Men (ANES) is calling for the inclusion of femicide as a criminal offense in Romania's Penal Code, following the abduction, torture, and murder of a young woman by her former partner in Arad County on Tuesday evening.

In a Facebook post on Wednesday, ANES representatives stated that the agency had proposed the amendment of Law No. 202/2002 on Equal Opportunities and Treatment between Women and Men by introducing an official definition of femicide — a crucial step toward its criminalization under Romanian law.

According to the agency, combating domestic and gender-based violence is a "national emergency", and the tragic killing of a young woman by her former partner in Arad County highlights the critical need for timely intervention through measures such as protection orders, provisional restraining orders, and electronic monitoring of aggressors. These tools save lives, deter perpetrators, and allow for swift intervention by authorities, ANES emphasized.

They urged anyone experiencing domestic violence — or those who know someone in need or have witnessed such incidents — to call 0800 500 333, a free, confidential helpline available 24/7. Through this helpline, people can report cases of domestic violence, human trafficking, gender or multiple discrimination.

ANES also reminded the public that specialized social services are available in every county, including safe houses, emergency shelters, recovery centers, and counseling services, provided by both public institutions and private organizations. Victims can also access complementary services such as psychological, vocational, and legal counseling.
