Measures for the management of EU funds allocated to Romania through Recovery and Resilience Facility

The government approved in Thursday's meeting the regulation of some measures for the management of European funds allocated to Romania through the Recovery and Resilience Facility, including regulations necessary for the fulfillment of milestones and targets, a press release from the executive reads.

Thus, the said measures include regulations necessary for the fulfillment of the milestones and targets within the National Recovery and Resilience Plan, as well as for the completion of Emergency Ordinance 127/2023 for the amendment and completion of certain pieces of legislation, extension of deadlines, as well as some budgetary measures.

"The Ordinance regulates the possibility that the duration of procurement contracts and framework agreements may be extended in correlation with the duration resulting from the addenda to the financing contracts, in relation to the concluded contracts, orders or, respectively, financing decisions, when the duration of the contracts considered at the stage of starting the public/sectoral procurement procedures no longer reflects the reality in which the projects are to be implemented and discontinuities in the supply of the necessary materials and equipment due to geostrategic situations on the supply routes risk delaying the completion of the targets and milestones in the National Recovery and Resilience Plan for which the respective contracts were concluded," the release reads.

A second measure regulated by this ordinance provides, in the case of the same projects, the exemption from the obligation of the main authorizing officers coordinating reforms and/or investments or beneficiaries to request monthly the withdrawal of the budget appropriations opened and unused at the end of the previous month, so that the cumulative balance of the opening of budget appropriations does not exceed 2%, and exemption from blocking budget appropriations.
