The Ministry of Agriculture and Rural Development (MADR), through the State Domains Agency (ADS), is implementing a project financed under the National Recovery and Resilience Plan (PNRR), Component C16 - REPowerEU, aimed at using degraded, unproductive or low-agricultural-potential state lands for renewable energy investments.
"The project aims to create a legal and technical framework to enable the transformation of these areas into acceleration zones for renewable energy investments, thereby contributing to the energy transition, decarbonisation and more efficient management of state assets," a MADR release sent to AGERPRES on Tuesday informed.
The deadline for achieving the set targets is 31 August 2026.
The project includes four main milestones: the modernisation of the ADS equipment, scheduled for Q2 2026; amendments to the legislative framework through updates to Law no. 268/2001, also expected by Q2 2026; the creation of a single national registry of state lands, which will include areas suitable for renewable energy investments, with a completion deadline of Q1 2026; the signing of concession contracts for lands included in the acceleration zones, planned for Q2 2026.
So far, the ADS has received pedological and agrochemical studies for agricultural lands classified as quality classes IV and V, as well as for degraded or unproductive lands that cannot be used for agricultural purposes.
These analyses form the technical basis for identifying areas that can be used for renewable energy projects.
"Currently, the project is making progress both technically and legislatively: the procurement procedure for equipment has been launched, work on creating the national registry is underway and the process of amending the legal framework has been initiated," the Ministry of Agriculture and Rural Development (MADR) said.
According to the quoted source, the implementation of this project will allow the use of unproductive state lands and create the necessary conditions to attract renewable energy investments, without affecting productive agricultural areas.
