Chairman of the Hungarian Democratic Union of Romania (UDMR) Kelemen Hunor believes that the economic incentives should be adopted as quickly as possible, mentioning in this context that "the Ministry of Finance must overcome that rigid, purely accounting mindset."
"There are three laws in that package - magistrates, local and central administration, and the economic component and everyone wants these economic incentives, which must be adopted this year. Of course, their entry into force, especially regarding tax credits, can be done from 1 January 2027, which in my view is a fair matter. (...) It is important that the Ministry of Finance does not think only in accounting terms, because if you grant some incentives, the impact on revenues is visible the next day, but by the second, third, fourth day the economy grows and you have jobs, lower unemployment, and, of course, more revenues. Thus, at the Ministry of Finance, if we cannot overcome that rigid, accounting-only mindset, I believe we will have a problem," Kelemen Hunor said in an interview with RFI.
When asked "where is the bottleneck," he said: "The third package must be adopted and, first of all, the part regarding local and central administration."
According to him, "the 10 percent reduction in salary expenditures at both central and local level must come into effect so that the budget can be properly calibrated."
In the UDMR leader's view, it would be advisable for the salary envelope to be distributed monthly and when the institutions, the Government or local authorities come, the budget should be drawn up in such a way as to ensure that it is secured until the end of the year.
"That is why the adoption of the budget depends on these laws entering the approval process. We begin budget discussions in November, December, but we cannot finalize them until these laws are published in the Official Journal," he added.
