The Board of Directors of Romsilva delivered a result that I do not believe will help the reform of the institution at all, the Minister of Environment, Waters and Forests, Diana Buzoianu, announced on her social media page on Wednesday, after the appointment of Jean Vişan as general director of the National Forestry Agency for the next three years.

"First of all, it is important to mention: the competition is organized by the Board of Directors of Romsilva (you know, that board of directors for which I requested at the beginning of my term as minister to resume the competition, but the answer received from the responsible institutions was that it was not possible). The ministry has no powers in organizing the competition for the general director of Romsilva, but it sent, according to the procedure, observations on dozens of pages. It would seem that the objective data mattered too little to the board of directors of Romsilva. In short: the Board of Directors delivered a result that I do not believe will help the reform of Romsilva in any way. Of course, we do not suspect that they would have called their phones to put a convenient person in place... I do not believe that Mr. Jean Vişan will deliver any reform willingly. With all due respect, he has already had a mandate as general director for many months and has blocked every time any more serious measure that would have brought "a change for the better. I also believe that many in the system greatly need this result of the competition, delivered on a platter by the Romsilva Board of Directors," Buzoianu said on Facebook.

According to the head of the Environment, the Romsilva reform "is a long battle to fight".

"I don't expect it to be an easy mission. But I am more determined than ever to remove corruption from this management. I will monitor the slippages and illegalities that endanger Romania's forests 100 times more closely," the relevant minister pointed out.

The Board of Directors of the National Forestry Agency (RNP) - Romsilva appointed, on Wednesday, Jean Vişan as general director of the institution for a three-year term, until August 2029.

According to a press release from the Directorate, transmitted to AGERPRES, the selection procedure for the general director, carried out in accordance with the provisions of GEO 109/2011 regarding the corporate governance of public enterprises, was launched by the Board of Directors on January 12, 2026, by launching the announcement and communicating the procedure.

By the deadline, 13 people had registered, of which eight remained on the long list, meeting all the conditions for participation. The selection committee of the general director drew up a short list of five people, and following the evaluation of the letters of intent and interviews, established a final ranking, submitted to the Board of Directors of the National Forestry Agency - Romsilva.

The selection took place in several stages, transparently, based on well-defined criteria, and the entire process was monitored by independent specialists.

Jean Visan is 49 years old, he is a forestry engineer, graduated in 2001 from the Faculty of Forestry and Forestry of the "Transilvania" University of Brasov, where he also obtained his doctorate in forestry in 2017. Since August 2025, he has held the position of general director of RNP - Romsilva, with a provisional mandate, following another selection process.

RNP - Romsilva manages 3.13 million hectares of forests, the state's public property, and provides forestry services for 1.1 million hectares in other forms of ownership, on a contractual basis. All state-owned public forests have international standard forest management certification.
