Tax authority ANAF intensifies fight against evasion (FinMin Nazare)

Tax authority ANAF has recorded visible results in combating tax evasion and recouping debts to the budget, including a 12.9% increase in VAT revenues in the first two months of 2026, thanks to targeted controls and the use of risk analyses, Finance Minister Alexandru Nazare announced on Wednesday.

"In recent months, ANAF has delivered visible results in two essential directions: a firm stance in combating tax evasion and recouping large debts to the budget and improving relations with taxpayers. These are actions that are not only related to tax administration, but are directly related to the assumed objectives: increasing revenues, reducing the budget deficit and protecting the business environment and legitimate investments. Therefore, in the recent period, ANAF controls have targeted complex networks and high-risk sectors, with concrete results," the minister wrote on his Facebook page.

Thus, over 30 million lei totaled the value of the transactions investigated in a complex file regarding fictitious chains of transactions and illegal VAT refunds, with searches in 32 locations.

At the same time, over 18 million lei was the damage identified in a mechanism of illegal VAT refunds through a fictitious circuit between 8 commercial companies, for which insurance measures were established on dozens of buildings and land, the minister explained.

According to him, 12.4 million lei represented the damage discovered in a case of illegal exploitation of mineral aggregates, with hundreds of thousands of cubic meters exploited without declaration.

The finance minister also referred to extended controls in areas that, although with high tax risk (such as pawnshops or security companies), were not targeted in previous years.

He mentioned some of the main results, namely seizures of high-value goods, including approximately 6 kg of gold and diamonds, worth 3.7 million lei, and over 32 kg of gold and silver jewelry, worth over 12.5 million lei.

The finance minister also referred to expanded controls on 62 security companies and actions targeting the acquisition of luxury goods from unjustified income.

"ANAF's actions have become increasingly better targeted, based on risk analyses and digital tools, and major areas of evasion are being systematically addressed. ANAF is thus managing to record better results in collection, but also in terms of the accelerated return of VAT amounts to the economy," Nazare added.

Thus, in the period January-February 2026, gross VAT receipts registered an increase of 12.9% compared to the same period of 2025 (over 10.2 billion lei).

Also, the amounts related to VAT effectively reimbursed to the business milieu registered an increase of 24.5% compared to the same period of last year. "We have practically stopped the postponement of VAT reimbursement, a practice rightly complained about by the business environment for a long time", the minister also said.

The modernization and change of attitude at ANAF also means more efficient and accessible services for taxpayers, says the cited source.

Minister Nazare stressed that ANAF's mandate is to restore justice and taxpayers' trust that the tax administration is a partner of the fair.
