AFM to implement integrated IT system worth nearly 145 million lei

The Environment Fund Administration (AFM) will receive an allocation of nearly 145 million lei for an investment which entails the implementation of an integrated IT system, a Ministry of Environment, Waters and Forests (MMAP) release sent to AGERPRES on Thursday informed.

"At the proposal of the Ministry of Environment, Waters and Forests, Romania's Government approved at yesterday's meeting [Wednesday, 14 January 2026] the Government Decision on the project that digitalises the Environment Fund Administration. The "Integrated IT System of the Environment Fund Administration (SIIAFM)" project represents a strategic step in the process of modernising and digitalising public administration in the environmental area. The project aims to develop an integrated, modular and interoperable IT platform that will fully digitalise the work flows of the Environment Fund Administration, from the management of funding programmes and environmental contributions to administrative processes and services provided to the citizens and the business environment. The system will include cloud, cyber security, interoperability, data analysis, mobile application and decision support components," the release said.

At the same time, the implementation of the SIIAFM project will help reduce bureaucracy, fully digitalise relations with beneficiaries and strengthen data security, by aligning with European standards on interoperability and information protection.

The total value of the project stands at 144.8 million lei, of which 131.3 million lei represent investment expenditure, while 13.4 million lei cover spending on goods and services.

According to the relevant ministry, the investment expenditure is proposed for financing from non-reimbursable external funds, through the European Regional Development Fund (ERDF), under the "Smart Growth, Digitalisation and Financial Instruments (POCIDIF) 2021-2027" Operational Programme, with an intervention intensity of up to 100 percent, under the financing application submitted by the AFM.

The estimated implementation period of the project is 29 months.
