The total number of people with disabilities was, as of March 31, 2025, 966,637 people, of whom 98.32% (950,434 people) were in family care and/or living independently (non-institutionalized) and 1.68% (16,203 people) were in public residential social assistance institutions for adult people with disabilities (institutionalized), according to data centralized by the Ministry of Labor, Family, Youth and Social Solidarity (MMFTSS), Agerpres reports.
The rate of people with disabilities in the Romanian population was 4.45%, with the highest rates recorded in the South-West Oltenia, South-Muntenia and North-West regions.
By counties/municipalities, the largest number of people with disabilities was recorded in Bucharest (82,311 people), followed by Prahova County (38,793 people), and the smallest number in Covasna County (7,164 people).
Women represented 53.55% of the total number of people with disabilities. The number of people over 50 years old represented 69.25% of the total number of adults with disabilities.
The centralization of data by age group showed that 44.60% were people between 18-64 years old (431,154 people) and 46.74% were over 65 years old (451,774 people).
According to Law No. 448/2006 on the protection and promotion of the rights of persons with disabilities, republished, the types of disability are physical, visual, auditory, deafblindness, somatic, mental, psychic, HIV/AIDS, associated, rare diseases, and the degrees of disability are severe, severe, medium and mild.
The number of people with severe disabilities represented, at the end of March 2025, 43.59% of the total (compared to 43.11% on December 31, 2024), those with severe disabilities 44.49% (compared to 45.61% on December 31, 2024), and those with medium and mild disabilities 11.92% (compared to 11.27% on December 31, 2023).
On the other hand, the number of social assistance institutions for adults with disabilities was, on March 31, 2025, 811 (661 public and 150 private with contracted services), compared to 746 public on December 31, 2024, of which 732 residential (592 public residential and 140 private residential with contracted services), compared to 572 public residential on December 31, 2024 and 79 non-residential - day (69 public non-residential and 10 private non-residential with contracted services), compared to 70 public non-residential on December 31, 2024.
A percentage of 93.27 of the residential institutions for adults with disabilities were: care and assistance centers (35.26%) with 8,099 beneficiaries, sheltered housing (39.81%) with 1,892 beneficiaries and habilitation and rehabilitation centers (19.15%) with 4,218 beneficiaries. These represented 87.69% of the total number of 16,203 people in residential institutions.
A significant number of beneficiaries also existed in the 12 neuropsychiatric recovery and rehabilitation centers, respectively 1,452 people (8.96%).
Of the 732 residential social assistance institutions for adults with disabilities, 26 were centers with over 50 beneficiaries (2,506). These centers are in the process of restructuring.
