Progress on implementing the reform to improve the corporate governance of state-owned enterprises, as well as the related targets and milestones under payment requests 3, 4 and 5 of Romania's National Recovery and Resilience Plan (NRRP), was reviewed on Tuesday by an interministerial committee coordinated by Deputy Prime Minister Oana Gheorghiu.
According to a government press release, representatives of the ministries presented updated information on the launch of selection procedures for the management of state-owned enterprises included in the first phase of the reform, which covers companies in the energy and transport sectors.
"The ministries responsible for fulfilling this commitment, which corresponds to a milestone under payment request number 3, for which Romania has begun to receive funding, will submit to Agency for Monitoring and Evaluating the Performance of State-Owned Enterprises by the end of this week either the progress made in this process or, where applicable, the reasons for any blockages," the press release said.
The meeting at Victoria Palace also reviewed the status of interim mandates at the level of boards of directors and executive management, in relation to the available options for appointing management in line with corporate governance criteria.
"In view of Romania's commitment to reduce the number of state-owned enterprises with interim management, including at local level, it was agreed that AMEPIP should continue its dialogue with representatives of these companies, providing expertise to launch selection procedures in accordance with corporate governance legislation," the release adds.
Another item on the agenda concerned the "possible strategic direction for a number of the enterprises analysed", including restructuring, reorganisation or other options.
With regard to payment request number 4, one of the milestones undertaken by the government is the creation of a dashboard that collects standardised data on state-owned enterprises. According to the source cited, this dashboard is available on the AMEPIP website and is fully operational.
The working meeting at Victoria Palace of Government was attended by Deputy Prime Ministers Oana Gheorghiu and Tanczos Barna, Transport and Infrastructure Minister Ciprian Serban, Minister of Investments and European Projects Dragos Pislaru, Economy Minister Irineu Darau, Secretary General of the Government Stefan-Radu Oprea, as well as representatives of the ministries of Energy, Labour, Agriculture and Development.
