The National Institute for Aerospace Research and Development "Elie Carafoli" - INCAS, under the coordination of the National Research Authority, was certified at the beginning of this year as a Design Organization by the National Military Aeronautics Authority of the Ministry of Defense.

According to a press release from the National Research Authority sent to AGERPRES on Saturday, this certification confirms INCAS' right to carry out design activities for military aircraft, in accordance with RMAR 21/EMAR 21 requirements, covering major and minor modifications and repairs for small and large aircraft.

"It is a natural confirmation of the work done and of our experience in military aviation, but also a starting point for the expansion of future activities," stated the general director of INCAS, Dr. Adriana Stefan, quoted in the press release.

The process, completed at the end of 2025, involved alignment with European and national military airworthiness standards, successive audits and the consolidation of internal design and technical management procedures. In institutional terms, the certification marks the recognition of a critical capacity for applied research and the national defense ecosystem: that of transforming scientific expertise into aeronautical solutions compliant with the most demanding operational requirements, the cited source specifies.
