HealthMin Rogobete: Telemedicine ordinance follows transparency procedures for clear, functional legal framework

Health Minister Alexandru Rogobete on Wednesday said that a draft ordinance on telemedicine that defines the types of services that can be provided remotely, the conditions under which they can be offered and the situations in which face-to-face medical consultation remains mandatory is following transparency procedures.

"Today we are making public the ordinance that puts telemedicine in a functional, clear and coherent legal framework, and its application will be detailed through subsequent normative acts. Telemedicine is a useful tool for the healthcare system, but it is not and cannot be a universal solution. (...) There are necessary regulations including for areas such as teleradiology, teleconsultation, tele-expertise or telemonitoring, where the medical decision must be safe, substantiated and professionally protected," Rogobete wrote in a social media post.

He added that not all medical specialties and not all clinical situations can be managed remotely under safe circumstances .

According to the minister, the clarification of the legal framework requires a uniform application nationwide, ensures predictability for healthcare service providers, reduces legal and professional risks and, at the same time, improves patients' access to healthcare under safe and responsible circumstances.

"Telemedicine must support the operation of the healthcare system, not create uncertainty. Under this ordinance, things are placed in a clear and consistent framework that is applicable in practice," according to Rogobete.
