Gov't sets up RON 620 million state aid scheme for farmers subsidising diesel prices

The government on Thursday approved a state aid scheme worth a total of RON 620 million lei from the 2026 budget of the Ministry of Agriculture to reduce the excise duty on diesel fuel used in agriculture.

"Government decision supplementing Government Decision 1.174/2014 on the establishment of a state aid scheme for reducing the excise duty on diesel fuel used in agriculture. Under this piece of legislation, the necessary financial resources are allocated to support mechanized works in the vegetable, livestock and land improvement sectors, while adjusting the size of subsidies to the current tax legislation," the Government said in a press statement.

Thus, the amount of RON 620,000,000 lei from the MADR budget for 2026 is allocated.

The funds are intended to make state aid payments for July 2025 - December 2025.

For 2026, the excise duty difference that will be returned to farmers in the form of a refund is RON 2.697 per litre.

The reduced excise duty rate was set at RON 106.72 /1,000 litres. The amount is the conversion into lei of the minimum tax rate of EUR 21/1,000 litres (calculated at an exchange rate of RON 5.0821 to the euro, set on October 1, 2025).

The subsidy is granted as a difference between the standard excise duty provided under the Fiscal Code (RON 2,804.29/1,000 litres), and the reduced excise duty rate set for the agricultural sector.

The payments will be processed through the Agency for Payments and Intervention for Agriculture (APIA), as the budget lasts.
